Bullying is a serious concern that affects learners’ safety, well‑being, and academic performance. In line with the Department of Education’s commitment to child protection, bullying incidents are addressed through appropriate disciplinary administrative actions based on their nature, gravity, severity, and surrounding circumstances.
Levels of Disciplinary Intervention
First Level: Precursors to Bullying and Minor Acts
These behaviors may not yet be severe but can lead to bullying if not addressed early. Examples include:
Uttering profanities or swear words against another learner
Disruptive behavior or pranks directed at a learner
Grabbing belongings without permission
Punching, pinching, or fighting without causing physical injury
Penalties:
First Offense: Written reprimand and summon of parents
Second Offense: Suspension from classes for three (3) days
Third or Subsequent Offense: Suspension from classes for five (5) days
Second Level: Serious Bullying Acts
These acts involve intimidation, threats, or harm that may affect a learner’s physical or emotional safety, such as:
Stalking
Unwanted comments or gestures about appearance or of a sexual nature
Assault or infliction of slight physical injuries
Theft of another learner’s belongings
Intimidating or threatening behavior
Penalties:
First Offense: Suspension for five (5) days, summon of parents, and referral to the Social Welfare Development Office
Second Offense: Non‑readmission
Third or Subsequent Offense: Exclusion
Third Level: Acts Not Resolvable at Classroom Level
These are grave offenses requiring stronger intervention, including:
Inflicting physical injuries requiring medical treatment for ten (10) days or more
Offensive physical gestures, exposing private parts, or public masturbation
Uploading or sharing recorded or live videos that degrade or shame others
Penalty:
First Offense: Exclusion
Preventive Suspension During Investigation
A learner under investigation for a case involving possible exclusion may be preventively suspended for up to thirty (30) days if:
Evidence of guilt is strong, and
Continued stay in school poses a risk to life, property, or normal school operations
Intervention Program for Bullies
In addition to disciplinary action, the learner involved in bullying—together with parents—shall undergo an intervention program implemented by the School Counselor or School Counselor Associate. Other reasonable measures may also be applied to support behavioral correction and rehabilitation.
